Maybe because Carter won a Nobel Peace Prize for his influence in the region, and she is a smart lady and wanted to gain from his insight.Why did Rice ask Carter to advise her about Palestinian last year?
Carter was the worst President in American History, he should stick to working with Habitat for Humanity and stay clear of Foreign affairs.

It looks like Carter had some success in his visit to the Middle East. Hamas is allowing the Israeli soldier he has held prisoner write to his parents. He also said he was willing to be a neighbor to Israel with a referendum from his country. He would not agree to a unilateral 30-day cease fire though. Israel's leaders would not meet with Carter in Israel.
